xxx. List of text-books authorized by the Protestant Committee, May 8th, 1903. "REGULATION 140.

A revision of the authorized text-books and apparatus shall be made once in four years. Each school board shall, during the year following each revision, select from the authorized books a list of text-books for use in the municipality, naming one book, or one graded set of books, in each subject of the course of study, and shall insist upon their use in the schools of the municipality to the exclusion of all others. A copy of this list shall be placed in each school of the municipality, and a copy shall be sent to the English Secretary of the Department of Public Instruction. (An additional series of reading books may be selected for supplementary reading). School boards having adopted a list of text-books after the quadrennial revision, in accordance with the provisions of this article, shall not replace one book by another during the quadrennium, without the express permission of the Protestant Committe of the Council of Public Instruction.

1. The attention of school boards is especially called to the fact that teachers of all grades of schools are bound to use the books selected by the boards under Reg. 140 and these only, and are not a liberty to require or permit the substitution of any other authorized books for one on the list thus selected.

2. School boards are advised to consult with the inspectors, in selecting the books to be used in their schools.

3. It is to be noted that the Canadian Readers are to be replaced during the next four years by one of the other authorized series of Readers. This change should be made gradually so as to avoid loss.

4. Supplementary Readers are not to be purchased by pupils, but may be supplied by school boards.

5. Where two or more text-books are authorized for the same subject, the choice should be guided by the requirements of the Course of Study as well as the price of the books, e.g. in Model Schools, the Combined Elementary Algebra and Euclid Part I «at 60 cts,» might be chosen, as it covers the course in these subjects up to the end of Grade I Academy; while in the Model Departments of Academies, it might be found better to select Hall and Knights' Algebra and Hall and Stevens' Geometry instead.

6. Where special editions are named teachers should insist on getting these editions and at the price given.

7. Class V, Books for Reference, must be understood to be only a list of books that have been thought useful to teachers.

8. It would be wise for school boards to furnish local booksellers with a copy of the list selected by them, under Reg. 140, at an early date, so that supplies may be ready for the opening of schools in September." (p. 1).

Dear Sir: -

Will you kindly place this letter before your School Board and ask their immediate attention to it? My reasons for asking this favour are as follows: -

The Protestant Committee of the Council of Public Instruction for the Province of Quebec have [sic] just issued the new list of text books for use in the Protestant Schools in Quebec, for the ensuing four years, from 1903, and in the announcement, School Boards are requested to make as soon as possible, a selection therefrom, in accordance with regulation 140 of the School Law for the Province of Quebec. That regulation requires that the selection made, should stand good for four years.

The Canadian Series of Readers that have been in use in this Province for many years, do not now meet with the approval of the Protestant Committee, and in consequence, they have in this new list, been authorized for a limited period only, one book of the series to be thrown out every year and the whole series to be removed from the schools before the next revision. This without remedy would give School Boards and parents considerable trouble and expense.

To minimize this trouble and expense I beg to lay before you the following proposal, asking you to give it your earliest prompt attention: -

I will at my own expense substitute Chambers Readers for all Canadian Readers sent to me in a complete condition, that may be in the hands of your scholars, on the opening of schools in September, 1903, or if more convenient to you, will make the exchange in January, 1904, it being understood that because of this exchange, the Chambers Series of readers will be kept in use in the schools for the next four years.

Chambers Readers have the endorsement of the entire Protestant Committee, and in the authorized list of text-books of 1899, they express preference for them over all other readers that were placed before them by the different competiting publishers, both from England and Canada, by placing them at the head of the list, and stating in their announcement that the books were arranged according to their merit.

They are now in use in many of the schools of the Province; and this year they will be the only readers used in the McGill Model Schools of the City of Montreal, Boys' and Girls' Department. The books that are used in these schools, are most carefully examined by the Principals before being selected for use; and no stronger recommendation can be given to any book than to state that it is used in these two schools.

The books are well carefully printed on the best paper, are strongly bound in cloth and well illustrated; the reading matter is carefully selected and graded to meet the requirements of the Protestant Committee. The spelling is in accordance with the English style; and this style is insisted on by the Canadian Civil Service. The books are very low in price, and contain more reading matter than any other series now in use, the number of pages and the prices of the different books in the Series of Chambers Graduated Readers are as follow: -

For this small amount the pupil can procure all the books required for the whole Reading Course, during his attendance at school, and besides free books to begin it, under the above conditions.
